Ad Manager Program Policies

Publishers that choose to use the Google Ad Manager for Publishers (Ad Manager) service are required to adhere to the following policies. If you fail to comply with these policies, we may disable your Ad Manager account. In many cases we prefer to work with publishers to achieve policy compliance; however, we reserve the right to not display ads that violate these policies, to disable ad serving on pages that violate these policies or to close offending accounts.

Please note that we may change our policies at any time, and pursuant to our Terms and Conditions, it is your responsibility to keep up to date with and adhere to the policies posted here.

Ad Manager Use

Ad Manager is an ad server that allows publishers to manage and sell their website's ad inventory. Publishers may not use the Ad Manager service to serve anything other than ads to participating sites. For example, using Ad Manager to serve content such as images or videos instead of ads would be considered a violation of these program policies. In addition, Ad Manager services may not be used by or transfered to parties other than the original account holder.

Ad Manager services may not be used to display ad formats that interfere with site navigation, change user preferences, or initiate downloads.

Privacy

Publishers using the Ad Manager Service are required to have and abide by an appropriate privacy policy. This policy must be linked from each site using the Ad Manager service. Included in the posted policy must be notice that cookies are being used to collect anonymous traffic data and an option for users to opt out of the cookie.

Publishers should not include in their Ad Manager data any Personally Identifiable Information (PII) that could be used to identify or track individual end users or use any feature or functionality of Ad Manager to do so.

Invalid Clicks and Impressions

Any method that artificially generates clicks or impressions on ads served through Ad Manager is strictly prohibited. These prohibited methods include but are not limited to repeated manual clicks or impressions, using robots, automated click and impression generating tools, third-party services that generate clicks or impressions such as paid-to-click, paid-to-surf, autosurf, and click-exchange programs, or any deceptive software. Publishers may not click the ads on their sites, request that users click the ads or rely on deceptive implementation methods to obtain clicks or impressions. In addition, sites utilizing the Ad Manager service may not be promoted through unsolicited mass emails or unwanted advertisements on third-party websites.

Ad Restrictions

Publishers may not use Ad Manager to serve third party or house ads that:

  • Promote or depict
    • Illegal activity
    • Violence
    • Advocacy against any protected group (e.g., racial or ethnic origin, sexual orientation/gender identity, age, disability, sex, religion, color, national origin, or veteran status)
  • Infringe upon the copyright of another
  • Include applications such as, but not limited to, ActiveX, viruses, exit pops, spyware, and malware.

Site Content

While Google offers broad access to a variety of content in the search index, publishers using the Ad Manager service may only do so on sites that adhere to our content guidelines, unless authorized to do otherwise by Google.

Ad Manager may not be used to display ads on pages with the following types of content:

  • Violence
  • Advocacy against any protected group (e.g., racial or ethnic origin, sexual orientation/gender identity, age, disability, sex, religion, color, national origin, or veteran status)
  • Pornography, pedophilia, incest, bestiality or child pornography
  • Illicit drugs and drug paraphernalia
  • Online casinos and gambling
  • Hacking/cracking content
  • Sales of weapons or ammunition (e.g., firearms, fighting knives, stun guns)
  • Sales of hard alcohol
  • Sales tobacco or tobacco-related products
  • Sales of prescription drugs
  • Sales of products that are replicas or imitations of designer goods
  • Sales or distribution of term papers or student essays
  • Deceptive or manipulative content or construction to improve your site's search engine ranking as outlined in the webmaster quality guidelines posted at http://www.google.com/webmasters/guidelines.html.
  • Content protected by copyright law unless a publisher has the necessary legal rights to display that content. Please see our DMCA policy for more information.
  • Any other content that is illegal, promotes illegal activity, or infringes on the legal rights of others

Use of AdSense

When the Ad Manager service is used to serve AdSense ads, in addition to the policies outlined above, publishers must comply with AdSense Program Policies and Terms and Conditions on all pages they display Google ads.
