Gulf Power Company operates as a vertically integrated utility providing electricity to retail customers within its traditional service area located in northwest Florida and to wholesale customers in the Southeast. The Company is engaged, within the northwestern portion of Florida, in the generation and purchase of electricity and the transmission, distribution, and sale of such electricity, at retail in approximately 71 communities, including Pensacola, Panama City, and Fort Walton Beach, as well as in rural areas, and at wholesale to a non-affiliated utility. The Company's wholesale business consists of two types of agreements. The first type, referred to as requirements service, provides that the Company serves the customer's capacity and energy requirements from other Company resources. The second type, referred to as a unit sale, is a wholesale customer purchase from a generating plant unit where a portion of that unit is reserved for the customer.
