Phoenix, the capital of Arizona, has a population of about 1.4 million and is the sixth largest city in the US. Located in the south-central portion of the state, Phoenix covers a sprawling 500 square miles and is geographically larger than Los Angeles. The City of Phoenix operates through some 30 departments, including street transportation, water services, human services, and public transit. Eight city council members (representing eight districts) and the mayor make up the city council, which develop laws and policy for governing the city. Phoenix was incorporated in 1881.
