The independent federal agency arbitrates disputes between OSHA and employers and determines penalties. It conducts hearings, reviews evidence, and its administrative law judges issue decisions. In addition to its main office in Washington, DC, OSHRC has regional offices in Atlanta and Denver. It was created by the Occupational Safety and Health Act of 1970, which also created the Department of Labor's Occupational Safety and Health Administration (OSHA).
