Music legends Joan Baez and Jerry Garcia both sang about seeing Richmond fall but these days Richmond is rising. The city, which made its living on tobacco and slave trading early in its history, now thrives on business, law, and the research center at the Virginia Biotechnology Research Park. Richmond is home to several major corporations including CarMax, Dominion Resources, Genworth Financial, and MeadWestvaco. It's also home to more than 200,000 people, who are governed by a city council representing nine districts along with an at-large mayor. The city follows a council-manager system and the mayor is not part of the council. Richmond, which was founded in 1737, has an annual budget of about $1.4 billion.
