The defense consultancy and program management firm helps government agencies and international organizations (including the US Air Force and NATO) manage defense contractors. It helps the agencies through the bidding process and oversees the project, providing support for testing, documentation, financial management, and logistics. Windmill has offices in Nashua and Hollis, New Hampshire; Washington, DC; Arlington, Virginia; Oklahoma City; Seattle; and Tokyo. The company was founded in 1988 to provide services to NATO's Airborne Early Warning & Control (AEW&C) Programme.
