ASSISTANT PROGRAM OFFICER RESPONSIBILITIES The LISC Green Connection Assistant Program Officer will work with affordable housing developers and managers, as well as other community development practitioners, to provide information on energy efficiency and green building resources to facilitate the construction and rehabilitation of green affordable housing. The Assistant will support lending activities to facilitate the development of housing and community facilities, and participate in LISC teams working on targeted neighborhood initiatives. The Assistant Program Officer (APO) will report to the Green Connection Program Officer. Responsibilities of the Assistant Program Officer include: Support Bay Area LISC’s partnerships with Build It Green and the Green Affordable Housing Coalition: The goal of these partnerships is to build the capacity of affordable housing developers and providers to build and maintain green projects and to institutionalize the knowledge and practice of green building within the affordable housing field. Conduct training, including the current set of LISC trainings about greening affordable housing. Assist with training, lending and tracking activities to facilitate the financing and development of affordable housing and community facilities. Ensure that affordable housing developers and property managers have access to information on energy efficient and green building practices. Assist with the development and utilization of Green Connection resources. Maximize the number of green building and sustainable community revitalization projects in targeted neighborhood initiatives, e.g. green affordable housing and schools, green festivals, parks, playing fields and recreation activities, and access to healthy foods. On-Going Program Support: Work with Program Officers to ensure Green Connection and Community Real Estate Development programs meet targeted milestones and objectives. QUALIFICATIONS The APO is a career-track position in the field of community development; the applicant should be committed to a career in community development and planning. A Bachelors degree is required. Graduate level education in urban planning, policy, business, or related fields is desirable. Significant work experience in community development, neighborhood organizing, or political advocacy is a plus. Experience in affordable housing, green building, and energy efficiency is preferred. LOCAL INITIATIVES SUPPORT CORPORATION Director, New Orleans Vacant Properties Initiative Gulf Region Rebuilding Initiative September 5, 2008 Application Deadline: September 30, 2008 Position Description LISC is seeking a full-time Director to manage the New Orleans Vacant Properties Initiative (NOVPI) for a period of at least two years. The NOVPI was formally established in January 2008 as a partnership between LISC and the National Vacant Properties Campaign (NVPC.) He or she will report directly to the LISC Senior Vice President of the Gulf Region Rebuilding Initiative and will work closely with the NVPC Director and Executive Team. The New Orleans Vacant Properties Initiative Director will be able to draw from the expertise of LISC’s and NVPC’s extensive national networks of practitioners and experts, and will help document and share nationally the innovations and successful strategies that are implemented in New Orleans. The NOVPI Director will build on NVPC’s previous work in New Orleans and assist the City of New Orleans and the local development entities to assess, design, develop, and implement a variety of vacant property reclamation programs and policies that will facilitate neighborhood stabilization and land acquisition, disposition and reclamation. The role of the New Orleans Director will be two-fold: 1) to help assess and design neighborhood stabilization strategies, including property acquisition, management, and disposition systems and programs that hasten the return of vacant properties to productive use; to 2) increase affordable housing and real estate development in New Orleans through assistance to nonprofit developers. The Director will work very closely with key stakeholders at the City of New Orleans, the New Orleans Redevelopment Authority (NORA), the New Orleans City Council, local nonprofit developers, funders, and financial institutions. The primary responsibilities of the position include the following: Manage the operations and programs of the New Orleans Vacant Properties Initiative, including managing an office, overseeing financial management of the program, making regular progress reports and complying with grant reporting requirements, hiring and managing staff (probably one additional person), and setting the strategic direction of the program. This position is an extension of the National Vacant Properties Campaign in New Orleans, and the Director will be responsible for regular communication with both LISC and the Director of the NVPC, as well as collaboration on certain aspects of the New Orleans program. Direct technical assistance to local partners to make property acquisition/management/disposition improvements. Working with the LISC Gulf Region Rebuilding staff, the NOVPI Director will develop approaches to provide local leaders with needed technical expertise to support the design and implementation of specific neighborhood stabilization and land acquisition/disposition systems improvements. Examples of areas requiring additional technical expertise include: local government management, code enforcement, property acquisition, title clearance, and disposition and reuse strategies, and funding of these strategies. Support increased production of affordable and mixed-income housing by working with NORA, the city of New Orleans, and LISC Gulf Region staff to identify and/or assemble financing and develop strategies to improve nonprofit development capacity. As NORA implements targeted development RFPs and as thousands of Katrina-damaged Road Home properties are passed to NORA for disposition in coming months, it is critical that developers obtain the assistance and financing they need to ramp up their development capacity. Facilitate collaborative problem-solving and peer-to-peer exchange among the local leaders and community stakeholders who are most directly involved with vacant property policy and implementation, including leaders with the City of New Orleans, NORA, the City Council, nonprofit and for-profit developers, funders, residents, and other stakeholders. This will entail reaching out to local practitioners and leaders to seek their expertise on improving policies/programs/practices, and building coalitions to advise and support the policies and practices that local leaders seek to implement. Working closely with the NVPC Director and its national network of experts and practitioners, the New Orleans Vacant Properties Initiative Director will help New Orleans practitioners and policymakers learn from their peers by bringing outside experts to New Orleans and organizing peer exchange visits for local practitioners to other cities, as well as convening community forums with experts on relevant and current topics. Prior Work Experience Candidates should have at least five to seven years of relevant experience, including work in at least two of the following fields: housing, community development, smart growth, urban planning, brownfields redevelopment, local government and/or nonprofit management, and public policy. Qualifications Bachelor’s degree in community development, planning finance or real estate or related field. Masters or law degree preferred. AmeriCorps is a network of national service programs that engage more than 50,000 Americans each year in intensive service to meet critical needs in education, public safety, health and the environment. AmeriCorps members serve through non-profits, public agencies, and faith-based organizations. Service Description The mission of the LISC AmeriCorps program is to transform distressed neighborhoods into healthy communities by placing AmeriCorps Members with Community Development Corporations (CDCs). LISC helps CDCs assist in the revitalization of underserved neighborhoods across America by providing financing and technical know-how to CDCs in order for the groups to develop affordable housing, spur commercial investments, create jobs and expand other services that improve the quality of life in the low-income communities where they live and work. AmeriCorps is one component of LISC’s human capital agenda and seeks to attract talented individuals to serve for one year at CDCs to help build organizational capacity. Detroit LISC’s focus on Southwest Detroit resulted in the creation of Southwest’s Strategic Investment Area Initiative (SIA). An outgrowth of this effort was the establishment of the Southwest Detroit Development Collaborative (SDDC). SDDC’s mission is to enhance the growth of Southwest Detroit as an ethnically and economically diverse community and promote its image as an exciting place to live, work, shop and play. The purpose of SDDC is to act as a collective voice for its members and to further coordinate plans and implementation of economic development, education, housing, public safety and transportation initiatives. Other issues such as the environment and greenways, parks,and infrastructure improvements are integrated into these topical areas. SDDC has an ongoing project in partnership with Lawrence Technological University and University of Detroit Mercy. Focusing on community mapping of Southwest Detroit, the project is working to assist nonprofit agencies/organizations in the community to best utilize data and mapping as planning, design, development and evaluative tools. The intent is to create an interactive, digital interface model that can support community design and development policy decisions. Community members are active partners in evolving the digital interface at the agency/organization, coalition, city and regional levels. The Americorp intern hired by SDDC will be an integral part of the project team. . Intern Activities The intern will serve as a liaison between SDDC, the community and the research team. He/she will assist in the following ways: Data collection and review. Working with the research team, he/she will assist in collecting and refining new data in partnership with SDDC organizations and others that should be part of the digital interface. The individual will work hand in hand with the ad-hoc SDDC committee formed to inform the team on which data sets should be included, help develop the application of the model for strategic planning for their own agencies as well as in support of the SDDC work plan, and assist in determining next steps. Training, analysis and application. The intern will work with the team to help provide technical assistance in using the digital interface. As a member of the team, they will be involved in determining new ways in which to illustrate physical design, human investment and policy recommendations for land use planning and urban design recommendations. In particular, the web-based application will be reviewed in light of the goals and strategies outlined in the current SDDC work plan as that plan is revised over the next year. They will assist with developing a training manual and program for using the digital interface. Iidentifying ongoing and future greenways/park/recreation and buffer projects in Southwest Detroit. As part of the mapping project, the intern will also work with the Executive Director to pull together the vision of non-motorized connectivity across the community as being proposed by multiple groups both in Detroit and the surrounding cities. Ultimately, we will be able to make recommendations for future development phases of greenways and outline ways that routes can be promoted to attract maximum use by community residents. Job Description The Intake Specialist is responsible for providing intake and support services to the Washtenaw Foreclosure Prevention efforts. The position will handle initial phone calls and assist Housing Counselors with customers who are delinquent, or in danger of being delinquent, on their mortgage loan. The Specialist is expected to maintain confidential customer files and customer information and adhere to policies and procedures for confidentiality. The selected candidate will gain hands on Capitol Hill experience, play an integral role in building a nation-wide campaign to support community development, and develop a working knowledge of housing policy, community development, and related issues.
