Abstract

A communication system that divides an entire frequency band into a pluralit y of sub-frequency bands is provided. A channel quality information receiver receives channel quality information for each of a plurality of frame cells occupied for a first time interval by a plurality of time-frequency cells occupied by a second time interval and a predetermined number of sub-frequen cy bands, fed back from a receiver. A frame cell ordering unit analyzes the feedback channel quality information and orders the frame cells according to the channel quality information. A sub-channel assignment unit, if transmission data exists, transmits the data through a frame cell having the best channel quality among the frame cells.
