The second lower sleeve has a second through hole communicating with the groove. The first lower sleeve receives the first collar. The second lower sleeve receives the second collar. The L-shaped base seat has a first hollow tube receiving the first curved outer pipe, and a second hollow tube receiving the second curved outer pipe. The first curved inner pipe has a first round hole. The second curved inner pipe has a second round hole. The first positioning mount is inserted in the first curved outer pipe and blocked by the first collar. The second positioning mount is inserted in the second curved outer pipe and blocked by the second collar. The first block and the first torsion spring are inserted in the first curved inner pipe. The second block and the second torsion spring are inserted in the second curved inner pipe. The first torsion spring has a first end inserted in the first block. The second torsion spring has a second end inserted in the second block. The first block is inserted through the first round hole of the first curved inner pipe. The second block is inserted through the second round hole of the second curved inner pipe. The first lower sleeve receives the first curved outer pipe and the first collar blocks the first curved outer pipe. The second lower sleeve receives the second curved outer pipe and the second collar blocks the second curved outer pipe. The first curved inner pipe is inserted through the first through hole of the first lower sleeve, the first collar and the first positioning mount and inserted in the first curved outer pipe. The second curved inner pipe is inserted through the second through hole of the second lower sleeve, the second collar and the second positioning mount and inserted in the second curved outer pipe.
