  1. The ornamental design for a flexible grounding plate for overhead utility lines, as shown and described.
Description

FIG. 1 is a top plan view of a flexible grounding plate for overhead utility lines showing my new design;

FIG. 2 is a bottom plan view thereof;

FIG. 3 is a right side elevational view thereof;

FIG. 4 is a left side elevational view thereof;

FIG. 5 is an end elevational view thereof, the opposite end being substantially a mirror image of that shown;

FIG. 6 is a top plan view of a flexible grounding plate for overhead utility lines, showing a second embodiment of my new design;

FIG. 7 is a bottom plan view of FIG. 6;

FIG. 8 is a right side elevational view of FIG. 6;

FIG. 9 is a left side elevational view of FIG. 6;

FIG. 10 is a top plan view of a flexible grounding plate for overhead utility lines, showing a third embodiment of my new design;

FIG. 11 is a bottom plan view of FIG. 10;

FIG. 12 is a right side elevational view of FIG. 10, the left side being a mirror image of that shown;
