  1. The ornamental design for a heating and cooling neck device, as shown and decribed.
Description

FIG. 1 is a perspective view of a heating and cooling neck device showing our new design in its expanded condition. The broken line showing of stitching is for illustrative purposes only and forms no part of the claimed design;

FIG. 2 is a right side view of the invention shown in FIG. 1, with the left side being a mirror image thereof;

FIG. 3 is a top view of the invention shown in FIGS. 1 and 2, with the bottom view being a mirror image thereof;

FIG. 4 is a front plan view of the invention shown in FIGS. 1-3, in the expanded condition, i.e., after the device is soaked in water and expanded; with the rear plan view being a mirror image thereof;

FIG. 5 is a perspective view of the invention shown in FIGS. 1-4, in its flat condition, i.e. before the device is soaked in water and expanded;

FIG. 6 is a perspective view of a heating and cooling neck device, showing a second embodiment of our new device, in its expanded condition;

FIG. 7 is a right side view of the embodiment shown in FIG. 6, with the left side view being a mirror image thereof; and,

FIG. 8 is a top view of the embodiment of the invention shown in FIGS. 6 and 7 with the bottom view being a mirror image thereof;

The cross-hatching represents conventional fabirc and is understood to extend uniformly throughout area represented.
