  1. The ornamental design for a decorative rolling dolly for moving recycle bins, as shown and described.

FIG. 1 is a perspective view of a first embodiment of my new design having four wheels, in a stored configuration with handle in tucked down position;

FIG. 2 is a top plan view thereof;

FIG. 3 is a right side view thereof, the left side being identical;
