Through my experience I have learned how to effectively respond to customer complaints in order to resolve their concerns. I have the ability to troubleshoot water systems in order to resolve system malfunctions or violations and to recommend cost effective system maintenance or modifications in order to return to compliance quickly. I have established a good working relationship with all the utility owners, operators and the personnel in the Department of Environmental Protection throughout the South District.

With my 23 years of regulatory experience, I understand exactly what the Department expects from your utilities. I can help your utilities maintain compliance, and to deal effectively with the Department in enforcement cases. My hope is to continue to help you provide a safe and reliable source of drinking water for your customers.

OBJECTIVE:  To become a Compliance Officer or Utility Director                                                 

SUMMARY: 

·     Over 23 years experience with the Florida Department of Environmental Protection (FDEP) and 20 years  regulating (+/-) 232 Drinking Water Utilities.  My last two years have been as a supervisor of the compliance section. A copy of my last performance evaluation is available upon request. ("Commendable") In addition, I've received a few thank you notes over the years. The FDEP's South District Director of District Management has provided me with a letter of recommendation. Finally, the Director of the Florida State Drinking Water Program has provided me with a letter of recommendation.

·     Extensive knowledge of the Drinking Water Rules and the ability to troubleshoot or recommend modifications to water systems to achieve compliance with the Rules.

·     Bachelor in Science Degree in Biology.

·     Proficient in the daily use of MS Office 2007, Oracle Databases, Windows XP & Vista, Web authoring, Internet Security, PC Trouble Shooting and Search Engine Optimization.

·     Strong work ethic with the drive and ability to think outside of the box to finish any task.

·     Ability to prioritize work assignments for myself and staff.

EXPERIENCE:    

Environmental Supervisor II           11/07 to 10/09          FDEP, Fort Myers FL

·     Enforcement manager of the South District Drinking Water Section.

·     Managed the compliance personnel and coordinate with the permitting staff within the Drinking Water Section. I believe in trusting each staff member with increasing responsibilities in order to keep their jobs interesting and challenging.

·     Primary liaison in the Drinking Water Section between the FDEP and other State Agencies such as Department of Health (DOH), Department of Agriculture and the Water Management District. 

·     One of my first acts as a new supervisor was to guide staff to create the annual chemical monitoring charts for the District Drinking Water Systems in PDF format that were then posted on the District web page. Our District office was the first in the State to make this information available on the internet. This allowed the general public as well as utility owner to know what monitoring was required at anytime. These charts are updated periodically as conditions dictate. In addition in 2008, I initiated the GIS mapping of each of the utilities in the District into “Inspection Zones” in an effort to reduce travel costs for the State.

·     This year’s tasks include the tracking and enforcement of Water Storage Tank Inspections and enforcing the implementation of Cross-Connection Control Programs.

·     Hired and trained three new compliance staff in 2008-2009.

·     Carried out the duties listed as Environmental Specialist I-III listed below. 

Environmental Specialist I-III    08/86 to 11/07                   FDEP, Fort Myers FL

·     Provided consistent and timely enforcement of the Safe Drinking Water Act and its related Rules. Process and track 40-50 enforcement cases each year and ensure that the terms of each Consent Order are met.

·     Inspected Public Drinking Water systems and ensure compliance is achieved.

·     Reviewed the Consumer Confidence Reports each year for accuracy and ensure that they are published.

·     Ensured that all precautionary boil water notices are issued for all main breaks or water plant malfunctions.

·     Reviewed Monthly Operation Reports, Chemical Analysis Reports and Bacteriological Reports before distributing them to my staff for their review and data entry.

·     Coordinated water system transfers between the FDEP and FDOH.

·     Used mass e-mails to cost effectively disseminate important regulatory updates to utility owners and operators. 

·     Used MS Word mail-merge mass mailings to disseminate vital information in a timely and cost effective manner to the regulated drinking water utilities. For these efforts, I received the Davis Productivity Award several years ago. 

·     Provided staff training in the use of the PWS Database in the District, I also provide backup computer support and training to staff in the District office.

Biologist    08/85 to 08/86    U.S. Department Fish and Wildlife Service, St. Petersburg, FL

·     Participated in research for the National Plant Inventory.  Research involved a systematic survey of all plant families to the species level and extracting the habitat data for each species into a National Wetlands Database. (see page iv for credits.)

Hospital Corpsman     01/81 to 01/84   U.S. Navy, Oakland, CA

·     Served as a E-4 Hospital Corpsman at the Oakland Naval Regional Medical Center in the Cardio-Pulmonary Lab. I received an Honorable Discharge and a copy of my DD-214 form is available upon request.
