NRS will host guest speakers Scott Glenn, Thorne Abbot, and Amy Zaref, who will present: "EIS Postscript: Mitigation Tracking and Implementation."
Scott Glenn received a Master's in Urban and Regional Planning from the University of Hawaii in 2009. He participated in the recent review of Hawaii's environmental review system.
Thorne Abbott holds a Master’s of Science from James Cook University, Australia. Prior to private practice, he served as Maui County’s Shoreline and Coastal Resources Planner and the Natural Resource Planner for Northern Mariana Islands Division of Fish and Wildlife. He has experience in protected area management, coral reefs, beach and coastal processes. He has extensive experience in creating policy that is based on sound science.
Amy Zaref, AICP, has 28 years of broad experience in environmental impact assessment and planning. She has specialized in transportation issues for the past 16 years. She has extensive experience in project management, and program development and provides the expertise needed to successfully guide transportation planning, design and construction projects through the environmental impact assessment and permitting process.
Amy’s experience in preparing NEPA documents includes developing procedures to collect and analyze data necessary to evaluate project alternatives in accordance with NEPA and developing innovative design solutions to avoid, minimize and mitigate potential impacts. Amy has a long history of experience coordinating with Federal, State and local regulatory and review agencies for complex transportation projects. Her expertise is focused on bringing agencies together throughout the process from project scoping through construction. Additionally, Amy has considerable experience developing and implementing public involvement programs for planning, design and construction projects.
Amy’s 28 years of experience has been in both the public and private sector and has a first hand understanding of the issues faced by the public agencies. Amy is a certified instructor for National Highway Institute. She has been delivering the NEPA and Transportation Decision Making Class for the past four years. She has also participated as a team member in the development of the Advanced NEPA seminar.
